The Federal Trace Commission (FTC) wants you to know:

“It may be less expensive to buy an outer burial container from a third-party dealer than from a  funeral home or cemetery.”

The FTC states: “Burial vaults or grave liners, also known as outer burial containers, are commonly used to prevent the ground from caving in as a casket deteriorates over time. A grave liner is made of reinforced concrete and covers only the top and sides of the casket. A burial vault is more substantial and expensive than a grave liner. It surrounds the casket in concrete or another material and may be sold with a warranty of protective strength.” [“Shopping for Funeral Services” | Federal Trade Commission]

The Federal Trade Commission (FTC) requires “the following disclosure in immediate conjunction (directly next to) the outer burial container prices.

“In most areas of the country, state or local law does not require that you buy a container to surround the casket in the grave. However, many cemeteries require that you have such a container so that the grave will not sink in. Either a grave liner or a burial vault will satisfy these requirements.”
